What is wrong? What should be done?

Just enforce the law, corruption will disappear

I have repeatedly said in my blog as well as the website www.vote2change.org that enforcing the law and holding government officials accountable for their actions holds the key to removing corruption. I had earlier described how the corruption cycle starts and ends. Now let me take the racket of superbikes is flourishing in an unknown town by the name of PEN in Raigard district of Maharashtra. As mentioned in my earlier blog, we in India seems to patented the innovative “7-steps of creating a mess.” Now let me explain this racket in terms of the model proposed earlier, that is, Turn a blind eye, Don’t decide, Create mess, Hope for the best.

1. Step 1: Innovation

The first step is innovation. Someone came up with the idea that why don’t we import complaete bikes (Custom duty-150%) and 3/4 pieces as spareparts (Custom Duty-24%) and save of customs duty. The bikes will be assembled and sold. But there was the problem of registration. The project sound very profitable.

2. Step 2: Establish a partnership to exploit the potential of the idea

But this cannot be done without the connivance of government officials from the customs department and the regional transport authority. Customs officials will clear the complete bike as parts and the regional transport authority officials will register the vehicle. Now this is the beginning of a lucrative partnership.

3. Step 3: Concept of competition takes over

Since the idea becomes more and more profitable, others join in and we have a completely new industry developed by the name of smuggled superbikes.

Now it should be understood that whoever is buying these expensive superbikes will be rich, powerful and connected.

4. Step 4: Delay in Court Decisions or government action

I doubt if there will be a court case but an investigation is taking place. Now since practically a lot of people would be involved in this racket, the investigation will go slow and will be finally forgotten or a few may be made a scrapegoat. Few officials may be transferred from one place to another as a punishment. Nothing serious will happen as practically everybody in these government departments has a skeleton in their cupboard.

5. Step 5: Everybody turns a blind eye

Since nothing serious happens, the activity will come up again but after some time. It will be business as usual.

6. Step 6 – Hope for the best

Not applicable in this case.

7. Don’t hold the government officials responsible for the mess

As mentioned above, the government officials are not held accountable and it is business as usual. The country loses taxes and illegal activity goes on without anyone to stop it. Black money keeps on being generated and everyone in the process shares it.

What should be done? Let me suggest the following steps:

Step 1: Set up fast-track special courts to deal with corruption cases. Also, set up investigating teams to collect the evidence. Tighten the law if necessary.

Step 2: File court cases against everyone who owns such vehicles as they bought illegal smuggled bikes and had the same registered by paying a bribe.

Step 3: All the government officials who signed the documents related to the registeration of these bikes should be terminated. Also, corruption cases should be filed aginast them. They should be investigated for disproportionate assets. I don’t think the government should have any problem proving disproportionate asset case as what do you think the corrupt officials were doing with all the money they earned as bribes.

We are not talking about transfers or suspensions as punishment. We are talking termination and involving them in a number of legal cases so that their life becomes miserable. If certain laws need to be tightened, lets tighten them but we should not let such people work in the government again.

Once you do this, I don’t think many people will dare to do illegal acts or get involved in corruption.

Very practical suggestions,I agree.But who willimplement the steps you have suggested?Same officers who make the law, break the law for their own benefit?Why will they not ensure the steps are destroyed before they reach the stage of implementation.
Also let us not forget,almost similar practice was used to import-shoes and telephone instruments.Those who did this are the big boys in their respective industry

Thanks for your comment. You are right. Who will bell the cat? Of course, it has to be the government. The departments we are talking about are part of the government and as such the government has to take action. I have not said this out loudly but I feel that majority of the existing employees of departments like the MCD in Delhi, Forest Department in Gurgaon and the registring authority in Pen town should be replaced with new people. Let the existing employees get salary. I feel that even after paying double salary, the government will still benefit as government funds will be saved. Also, citizens like us will benefit as work will be done.

I know I am dreaming but at least think about it makes me feel that there is some hope. I also have a plan as to how to achieve it but it seems impossible right now. Let us see what happens. If I do anything you will hear about it on this blog.

IT IS NOT CORRUPTION ACTUALLY IT IS CO-OPERATION AND THIS COOPERATION IS SYNONYMOUS WITH EVERY POLITICAL PARTY, EVERY GOVERNMENT OFFICE OF OUR NATION AND THE PEOPLE HAVE ALSO BECOME USED TO IT, SO TO TALK ABOUT IT, IS JUST TAXING ONE”S MIND AND NOTHING ELSE.

THOUGH THIS CORRUPTION CAN BE CHECKED BY ENACTING A LAW OF ONLY 10 LINES BUT THE IRONY & PITY IS THAT NONE OF OUR LEADERS, WHO CLAIM THEMSELVES TO BE THE SO CALLED TRUSTEES, THE PARLIAMENTARIANS OF THE COUNTRY DO NOT KNOW THESE 10 LINES FOR MAKING IT A LAW—

I can’t stop laughing reading this. You are expecting criminals to catch other criminals! haha..! They all are on one side and they all are eating up the government treasury. Nothing will happen even if every one in this country writes hundred times what you have written. Change demands action. I read your profile and you are an elite, I suggest you not waste your time on this website/blog. If you really want to bring about a change then stand for elections and people like me will definitely vote for you. There is only one way to change India – Youth stands for election – Changes all the laws – Every one is honest member – Get written from every Neta what will he do in the 5 years and if he doesn’t succeed then send him to exile or just shoot him! – Get all the money of all netas from swiss bank and pay the debt of our country – And invest all the huge remaining amount into agriculture and rural development of India. This is the only way to change India – This demands ACTION! Stop blogging and wasting web space and do something which really makes a difference…huge difference!

I was happy to get your mail primarily because your thoughts match mine.

I agree with you that just writing a blog is not going to solve the problem. However, by writing on the subject and getting views of people like you, one gets an opportunity to evaluate one’s thinking. It also helps to make up one’s mind as to what one should do.

As I have written in my website and blog, I wanted to convince people to vote for independents with the aim of bringing competition in politics. I thought this was a good idea and decided that I will contest the election. However, further, thinking about the topic suggested that even if I am elected as an independent what can I really do alone? Practically speaking nothing. If we want to put a stop to corruption, laws will have to be enacted. Now laws cannot be changed by an individual. For this one needs to be in power to do so. As such, I am thinking of a different plan. The plan is to go to the people with candidates in all the constituencies in the Vidhan Sabha elections in Delhi and tell the people that we will be in office just for 1 term and that our sole purpose will be to enact proper laws to bring accountability in the government and to punish corrupt government officials. I actually want to have the laws that we are going to enact ready and host them on the website for the people to see. We will tell the people that if they want to see these laws enacted then they have to make us win by absolute majority. This is also what you are suggesting. We need to change the laws. We need to strenthen the implementation of the laws.

So, you are right. We need to stop talking and take action. I am writing because I need to get my thoughts cleared. I am writing because every time I write, I get angry as to how we are being taken for a ride. I do hope that I will be able to take the actions that I am thinking of taking. I also believe that if we have more people like you, then the plan that I have propsed should succeed.
