3-yearly budget – A sane proposal at last!

13th finance commission had recommended that there should a 3-yearly budget and that the government should stop tweaking the tax and duty rates or major policies every year. Now this makes perfect sense. This would save everybody’s time as well as a great deal of money. Look at the time spent by the government in preparing the budget and the businesses speculating and tracking the changes in the budget every year.

However, I am afraid this proposal will also get shelved because anything that makes sense, the government never does. They are talking about implementing this suggestion in 2/3 years time. Why so long. Implement it from next year. What is stopping the government from doing so?
