DEMERITS OF THE CURRENT PARLIMENTARY SYSYEM:
1. The electorate through the general elections elect a party to power, but more often than not, the name of person who would become prime minister after being elected to power is not disclosed. Even if it is disclosed very frequently it is changed after being elected to power. The prime minister is invested with several key powers; the electorate should have the right to know his identity.
2.	The cabinet ministers, who play an integral role in the functioning and development of the country, are not directly elected by the people. This makes the whole process of voting less democratic in nature. The real power is not in the hands of the people.
3.	This un-involvement of the people in the elections also decreases the interest and need of the people to vote, as they do not actually play a definitive role in the formation of the government.
4.	Very frequently in India, the government formed is a coalition of parties (E.g. The United Progressive Alliance). In such a system there could be constant frictions between individual parties, due to the difference in ideologies. On account of this there could be stagnation of public work programmes, implementation of policies etc.
5.	The concept of vote banks is unfortunately, firmly instilled in the Indian system of a parliamentary democracy. Vote banks are created in different areas and constituencies by different candidates and parties, on the basis of cast, race, religion etc. Corruption and defection too is rampant. A more transparent system is required.
Hence clearly the presidential system is required.

Today the country is left at the mercy of marginal political parties which claim not more than handful of seats in legislature. Any government, be it UPA, NDA or even Third Front will simply hope that these marginal parties remain happy so that they get their support and the coalition stays afloat. No new legislation can be bought by the executive, just out of fear of loosing the majority in the legislature. It's development which is held at ransom because of minor parties.
In a presidential form, the legislature is separate from executive, thus the executive can perform unhindered, while legislature retains the veto to debate and vote. Basically legislature can perform as it likes and it will the strength of the character of the executive to get their policies approved. Further the electorate will have two votes, one for the leader which they wish to see as the head of the executive and another for their legislative head of their constituency. Which means one can give two votes to different parties. In short the electorate has power to choose the leader as well.
I insist a presidential form of government tweaked to suit the indian political hotch potch.

rakesh hi!

you are right on the money. I have always maintained that just passing news laws is not going to get us anywhere unless the implementation is with honest people. Our problem is not that there are no laws but that there is no implementation or that implementation is selective. It took Supreme Court to force CBI to arrest Raja and Hasan Ali as well as others. Do you think without Supreme Court's intervention Kani would have been arrested or a case filed against her? I doubt it. In order to take implementation into our hands, we need to control the government which means replacing the current group of politicians. Very difficult task but we can do it. I have a plan. It is on this subject that I am also writing a book.

thanks for your comment.

I mean, the situation can only be changed with the new set of politicians according to me, and frankly I dont find a way to realize that.

Arvind Kejriwal should not talk like politicians and work for teaching RTI. Instead of talking to people whom to vote or not vote, demonstration, hunger strike, jail-bharo etc., Anna and his team should ask people to learn/assert their rights under the present laws. Whosoever comes in power with many new ‘Lokpals’, India will get freedom from corruption if the people of this country are taught of using of their rights. If only 5-10 percent people in any organization start using RTI judicially and then learn filing complaints/writs, we can achieve desirable success in 1-2 years only.

I think India badly needs presidential form of government. No need for support of corrupticians to become the head of govt. He will be chosen directly by the common man.He will be having a cabinet of technocrats, not likes of Lalu/Paswan/Mulayam. No vote for cash.Instead of election every 5th yr for MPs,it should be fixed like this. Every year 20% of MPs will be elected from each state. This will reflect his popularity for governance.

Right, nothing will change if Mayawati or Mulayam comes to power. On the other hand these people are more corrupt and harmful for the civil society. So Anna Ji is doing more harm asking people not to vote congress, rather he should field his candidates and request people to vote his 'honest' people.

I fully agree with you. The government has given us a powerful tool (RTI Act) to ask questions from the ministries/departments/organizations to curb and prevent corruption and to make babus responsible and accountable. How many of us are using this tool? Should we expect the government to appoint persons to ask RTI questions from the government to curb corruption in their departments?

Elections is also not a solution. Honest persons cannot win election in India. Corrupt people buy votes and get elected.

suryaji hi!

Thanks for your mail.

Orignally, my logic was that we change the system by bringing competition into politics. The thought we can do this by honest people fighting as independents. However, I realized this would not achieve much because the current political parties would be in control and my being an MP or MLC would be useless. I have realized that if we want to bring about a change, we have to get into power in one go and I have thought of a way to at least try to do so. Since I cannot implement the plan alone, I want to bring it in the public domain. For this, I am in the process of writing a book on the subject to explain my plan in detail with logic.

I believe that even we have the Lokpal bill, it may be a step forward but it will not achieve much. People are fighting over trying to bring PM under the Lokpal. This issue at this stage is insignificant. If all the others are made accountable, PM will not be able to do anything. What is more important that we get everybody in the government accountable and a fast implementation of the law.

If Jago Party is interested in listening to my idea, I will be happy to discuss with you and the leadership of your party.

I am interested in fighting elections but when I don't know.

thanks

mohit hi!

thanks for your response.

Actually, you are saying what I am saying. I am also saying support the cause of corruption. I started my website on this issue much begore Anna Hazare and Baba Ramdev started talking about it. As you said in your response, I do not support the method. In fact, I think Baba Ramdev has lost a great opportunity. Baba Ramdev has ground level support and name recognition all over the country. He should have used this to help a group of people win elections rather than going on fast. Imagine Baba Ramdev supported a group of people who won the elections in a particular state. Don't you think he would be able to make appropriate laws at the state level to reduce corruption?

Right now, I think Baba muddled up the issue. First, as mentioned above he should have used his popularity to assist the right people to win elections. Second, he should have waited for Anna Hazare's talks with the government to be over. If the discussion was going the way it is now, he should have have joined forces with Anna Hazare to strengthen the movement. Now I believe that the overall movement has been weakened.

morgun hi!

thanks for your response. I regret that I don't agree with you. Nitish Kumar has won in Bihar and he has won on the basis of governance. CPM and DMK have been thrown out also on the basis of governance and corruption. To say that people in the villages do not understand any and all issues would be incorrect. People in the villages are as fed up with corruption as we are in the cities. The uneducated are as fed up with corruption as the educated. The uneducated may not understand foreign policy issues but they do undertstand issues related to roti, kapada and makaan.

Today, I was watching an interview of a jounalist on the TV and what I heard I think is relevant in India also. In the revolutions taking place in the middle east in various countries, no one is talking about religion, al quieda or religious extreminism. Everyone who is taking part in these revolution is talking about liberty, freedom, jobs and a higher standard of living. The same is now true of most of India. People are increasingly becoming more interested in water, electricity, jobs and development and not other issues like caste etc.

You cannot blame the people for voting the way they do. When I voted last time what were my choices. Either Congress or BJP. Whichever way I voted I knew I am in a jam. I didn't see an alternative other than that.

We are already in jungle raj but we have the means to overcome the jungle raj by winning elections and making the changes. If, instead we allow small groups of people like Anna Hazare and Baba Ramdev to force their will on the government would be destroying the basic principles of democracy.

But here you are wrong, respected sir. We all know the elections are not meant for intellectuals. They are fought and won by majority, we have SC/ST community, minority communities and many other castes and group-ism. Most of these don’t understand what is right or wrong law. The corrupt politicians take advantage of lax laws and win elections to compensate expenses they incurred to fight elections. We will not be surprised when Mayawati will win election if Anna plans to fight against her in UP. We should first plan to break this vicious circle

Dr. Thambi Durai (AIADMK Lok Sabha Member) is corrupt to the core as per the text of the below mail sent by students in a college run by Dr. Thambi Durai and his relatives. Dr. Thambi Durai is investigating 2G spectrum scam, but he is in collusion with DMK members as per the text of the below mail. How do you expect the truth to come out? Do you think there will be action from Speaker of the Lok Sabha or from his party leadership.

We have to support Anna Hazare and eliminate corrupt politicians. Students should support Anna Hazare

"
Addressed From:
Student Reprsentatives of Adhiyaman College of Engineering

Addressed To:
Smt. MEIRA KUMAR, LOK SABHA SPEAKER
20 Akbar Road, New Delhi - 110 011

ACTION REQUESTED: STUDENTS REQUEST - DISQUALIFY DR. THAMBI DURAI FROM 2G SPECTRUM SCAM JOINT PARLIAMENT COMMITTEE & MP

Respected Madam,

We request you to remove Dr. Thambi Durai (AIADMK MP) from 2G spectrum scam JPC. Following reasons
- We are students and college staff members in Adhiyaman College of Engineering (Address: Dr. MGR Nagar, Hosur, Krishnagiri, Tamil Nadu, PIN CODE – 635109). Dr. Bhanumathi is our Chairperson (Wife of Dr. Thambi Durai)
- Dr. Thambi Durai is a corrupted individual. In our opinion, he is not qualified to investigate corruption of other politicians.
- He and his wife own about 10 Engineering colleges in Tamil Nadu and many other colleges in Faridabad, UP (Adhiyaman Educational Trust). Their value is Rs. 3000 Crore rupees, but his election affidavit hides this detail. Many in college management told that he gave false details to Election commission. Election Commission, please start investigation
- Tamil Nadu state Government Education department stipulates Engineering colleges should collect tuition fees as per their ceiling limits (Approx. Rs. 45,000 per year). But Adhiyaman Engineering college authorities collect money from students at a double rate (Rs. 80,000 per year). Forcing poor middle class students to pay higher fees is a crime. We have evidence records to prove.
- College Management prepares fake salary vouchers to show to UGC and AICTE. College staff is paid very less salary in hand. They are also angry about this cheating
- Even when DMK was ruling, Adhiyaman college authorities were never afraid about the Government and still collected higher tuition fees. Thambi Durai has friends in DMK and he used to threaten in case of student complaints. How do you expect him to probe and bring out truth in 2G scam when DMK members are his friends
- In DMK ruling, Thambi Durai and his Management involved in several corrupt dealings to receive Government aids and licenses. To change our college status (Government aided college status), college Management paid Rs. 50 Lakh to former Vice Chancellor Dr. Radha Krishnan. Later Dr. Radha Krishnan was arrested (corruption). One AICTE inspection member was also paid by Dr. Radha Krishnan. We have bank transaction details proof and willing cooperate in secret. This money was given to a trust owned by Dr. Radha Krishnan’s wife in Coimbatore.
- Dr. Thambi Durai bribed many Vice Chancellors and Education Minister in DMK period. He is involved in many money dealings with them and he made two Vice Chancellors (Dr. Viswanathan and Dr. S. Kaliappan) to join his party (AIADMK). Vice Chancellors helped Dr. Thambi Durai in many approvals and licenses. No complaint about Adhiyaman college is never investigated by Education Department
- UGC members and AICTE members are also paid in money for keeping quiet. Old Coimbatore VC Radha Krishnan knows all details
- We have no trust State Government will take action. No action in DMK government and definitely no action in AIADMK government
- Relatives of Bangalore Court Judge (B M Mallikarjuniah) studying in our college. Tuition is completely free for them. Everything is free for them. This Judge is handling some important cases related to MP Mr. Thambi Durai. Sometimes relatives of this judge stayed in our Guest house. He can even bribe Judges, and close the case. Very powerful person
- He used many staff members and students to give money voters in Karur (MP election in 2009). 70 crores spent in election. Unaccounted money in Adhiyaman Educational trust was illegally transferred to Karur and distributed to voters (Rupees 500 for one vote, Rupees 2000 for one family). It is an open secret in college.

Based on reasons, please remove corrupt AIADMK MP Dr Thambi Durai from 2G spectrum JPC and disqualify him as MP. Please start corrupt cases against him. Jail him.
If no action from you, we go for hunger strike. Some of our poor students, suffering from high tuition fees, are planning to
...........................
...........................

Respectfully,
Student Representatives of Adhiyaman Engineering College & Management Staff

Carbon Copy To:
1) Mr. PC Chacko, MP, JPC Chairperson
2) CEC, Election Commission of India
3) 2G JPC Members
4) Chief Vigilance Commission

Mr. Anna is fighting against own people. This is even more tougher than Gandhiji fighting against British. Sonia is mother of all corrupt politicians. That is the reason Most Corrupt people of country belongs to congressmen. BJP/RSS is not very behind. They are very opportunistics. they never agitated for corruption because this will attarct votes for themselves. Yes they can vouch from RAM MNADIR which is not going to provide us ROTI,KAPDA AUR MAKAN to AAM AADMAI. Digvijay,Sibbal,Chidambaram all should learn from NITISH KUMAR.

But Annaji, for this noble cause,Next generation onwards will worship as GOD if you become successful in implementing equitable LOKPAL Bill.

We are with you. Keep it continue.

But here you are wrong, respected sir. We all know the elections are not meant for intellectuals. They are fought and won by majority, we have SC/ST community, minority communities and many other castes and group-ism. Most of these don't understand what is right or wrong law. The corrupt politicians take advantage of lax laws and win elections to compensate expenses they incurred to fight elections.
We will not be surprised when Mayawati will win election if Anna plans to fight against her in UP. We should first plan to break this vicious circle

With G8 respect towards our elected / unelected elders~comrades fighting against corruption and bad governance:

LOOK FOR A BETTER ROAD - I MEAN BETTER PEOPLE TO SERVE OUR NATION!

I would pray for the gods to descend and teach the POLITICIANS all the lessons that was taught in the past by the avatars / messengers [Moses, Budha, Jesus, Mohamad the Prophet]...

For heavens sake lets all unite and make this world a better place to live...let's make our children proud of us!
May GOD show the elected and unelected the path to bring back the Indian wealth and wisely use them to invest for the needy citizens to cherish, to protect and leave nature as is to allow the future generations live healthy...

I remember a poem by Robert Frost: The Road Not Taken ~
Two roads diverged in a yellow wood, And sorry I could not travel both And be one traveler, long I stood And looked down one as far as I could To where it bent in the undergrowth; Then took the other, as just as fair, And having perhaps the better claim, Because it was grassy and wanted wear; Though as for that the passing there Had worn them really about the same, And both that morning equally lay In leaves no step had trodden black. Oh, I kept the first for another day! Yet knowing how way leads on to way, I doubted if I should ever come back. I shall be telling this with a sigh Somewhere ages and ages hence: Two roads diverged in a wood, and I- I took the one less traveled by, And that has made all the difference...

Come on Congressmen - ARISE, AWAKE AND ACCOMPLISH WHAT OTHER POLITICAL PARTIES DID NOT I quote this poem so all of us make a CHANGE from now on and choose what is RIGHT!

removing higher currency notes like Rs.1000 and Rs.500 and Rs.100 is the sure-shot method suggested by all 30 economic committees have proposed this, but no one has dared to do it except once way back 30 yrs ago. it will get rid of fake currency as everyone knows below Rs.100 cost of replication is too high to offer any profits. besides major black money in current system is due to these high currency notes, just check real estate transactions where they always ask for black money (cash) even when buying 1-crore property. i dont know why you cant understand such logic which has been discussed 1000 times but noone takes action in the govt because it will hurt them for sure. we have a strong banking system in place now, use DD cheque credit/debit/atm cards or mobile money. we dont need 100/500/100 notes.....its very difficult to get change for these big notes in daily routine jobs

SPM hi!

Thanks for your response. I think the following also supports my argument.

Baba Ramdev is out. According to Congress, Anna Hazare has become the "unelected tyrant." Pranab says that the government will not let the power of the parliament be usurped. Sitaram asks, "Are we the uncivil society? Also, a case has been filed against the inclusion of civil society members in the drafting committee.

Dear Sir,
I fully agree with you. The change will come not by fasting (those in power are insensitive and manipulative) but by asserting our rights. In the present scenario, RTI is the best tool. Let the people like Baba Ramdev, Anna Hazare, Arvind Kejriwal, Kiran Bedi etc. win elections and make team of activists in every department/ ministry to fight corruption and expose corrupt.
